The top court said paying nine thousand rupees per month to home guards personnel is just nothing but plundering hard work and exploitation and asked the government of Odisha to relook its decision.
The two judge bench composed of Justices M.R. Shah and B.V. Nagarathna noted that home guards in Odisha are being paid Rs 300 per day, which culminates into Rs 9,000 per month.
The bench stated that “To pay Rs 9,000 per month is nothing but an exploitation. How a Home Guard personnel can live and look after his family members on payment of Nine thousand rupees only when he is doing almost the equal hard work of duties which are done by other police persons in the department”.
The apex court further stated that it is also not in conflict that many of the home guards are working for above 15 years.
The bench clearly mentioned that "The other police in the department of Odisha State are taking almost Rs 21,700 per month plus DA (dearness allowance) as per the recommendations made by the 7th Pay Commission (after six years of their contractual appointment)".
Scheduling this court case for next hearing in July, the bench delivered: "Therefore, we order the Odisha state government to retake its previous decision of paying nine thousand rupees only to the home guards."
The Supreme Court made this matter while considering an appeal against an order of the Orissa High Court division bench, asking the Odisha state government to pay payment at the rate of Rs 533 per day to the home guards from the month January 2020 instead of 2016 10 th November.
